The Director of the Northern Institute for Environmental and Minority Law (NIEM) and the leader of the HuSArctic project, Dr. Kamrul Hossain has given a presentation at the Second International Symposium organized by the Polar Cooperation Research Centre (PCRC) at Kobe University from 28-29 July 2016.
The conference has brought a number of high profile distinguished Arctic scholars from all around the globe to share views on the future design of the Arctic Ocean legal order. In the Symposium Dr. Hossain has highlighted the role of indigenous peoples in legal order making in Arctic governance. While first focusing on the growing worldwide recognition of indigenous peoples as well as their increasing participation in international norm making, Dr. Hossain explained the Arctic model and the unique role of the Arctic indigenous peoples as “permanent participants” within the framework of Arctic Council. In this context, he shared some thoughts on the strengthened role of indigenous peoples as permanent participants in the future Arctic Ocean legal order making.
