Project documentation submitted for the State ecological expertize should be worked out according to the Regulation on the Assessment of Environmental Impact approved by Order of the State Ecology Committee of the Russian Federation of May 16, 2000 No.372.

The standard content of the EIA materials (according to the Chapter 5 of the Russian EIA Regulation)

• General information;
• Contact information of the Developer;
• The title of the investment project and the place of its realization
• Declaration of intention, justification of investments, feasibility study (project), working draft;
• Explanatory note;
• The aim of proposed project;
• The possible alternatives of the project realization (possible locations of the object, technologies) including “the zero-option” (dismissal of the economic activity);
• The possible environmental impacts assessments;
• The description of the environment that can be affected by proposed economic activity;
• The environmental impact assessment of proposed economic activity including the assessment of authenticity of the forecasting consequences of planned economic activity;
• Measure mitigations;
• The monitoring plan and post project analysis;
• Public hearings results (protocol).

Project documentation submitted for the State expertize should be worked out according to the  Governmental Decree “On composing the design documentation sections and on requirements to their content”, February 16, 2008 No.87.

The composition of design documentation section

The design documentation consists of text and graphic parts. The text part contains information about the object of construction, the description of the adopted technical and other solutions, explanations, links to regulations and (or) technical documents used in the preparation of project documentation.

Graphical part contains technical and other solutions in the form of drawings, diagrams, plans and other documents in graphical form.

The project documentation contains sections:

Section 1. Explanatory note.

Section 2. Layout of the land plot.

Section 3. Architectural solutions.

Section 4. Design and space-planning solutions.

Section 5. Information about engineering equipment, networks of engineering and technical support, list of engineering activities, the content of technology.

Section 6. The project of construction organization.

Section 7. The draft of work for the demolition or dismantling of capital construction objects.

Section 8. Environmental protection measures.

Section 9. Measures to ensure fire safety.

Section 10. Measures to ensure access for persons with disabilities.

Section 11. Cost estimate for construction.

Section 12. Other documentations.
