Stage 1.2. Preliminary approval of declaration of intent

After the consideration of Declaration of Intention federal, regional and local authorities give the preliminary approval of proposed project. The preliminary approval can contain special environmental conditions and restriction for realization of proposed project.

At present time in Russian legislation, there is no clear criteria for differentiation between projects with significant or less significant impact assessment. In practice, it means that for any project the EIA should be done in full.
